She is the Director of the Quinn Law Centers at Locke & Quinn including the Women’s Injury Law Center and the Adoption & Surrogacy Law Center.

Ms. Quinn received her J.D. from the University of Virginia in 1988, and her B.A. from William and Mary. Upon law school graduation, Ms. Quinn served as Judicial Clerk to the Honorable Harry L. Carrico, Chief Justice of the Virginia Supreme Court. She is a member of the Virginia Trial Lawyers Association, serving as Employment/Civil Rights Section Co-Chair 2012-14, 1997-99, Public Affairs Co-Chair 2011-12, Pro Bono Co-Chair 2010-2011, on the CLE, Amicus, Insurance, and Long Range Plan Amicus Committees, and has prior service as Co-Chair of the Diversity Committee, Convention Committee and Board of Governors. She is a Fellow, and serves on the Board of Trustees and as Pres-Elect, of the American Academy of Adoption Attorneys (“AAAA”) and a Fellow, Founder, Executive Council and Membership Chair (2009-15) of the American Academy of Assisted Reproductive Technology Attorneys (“AAARTA”), She was the AAAA-AAARTA 2011 Mid-Year Conference Chair, AAAA 2007 Annual Convention Chair, AAAA ARTS Taskforce and Committee member, and Chaired the Birth Parent Representation Committee (1999 to 2003). Ms. Quinn is a member of the LGBT Bar Family Law Institute and Va Equality Bar, a Fellow of the LCA, and a member of ASRM, RBA, VSB, and the AAJ. She is Past-President for the Richmond Chapter of the National Association of Women Business Owners, Past-Chairman of the Richmond Women’s Business Consortium and Past-President (former Pres, Pres-Elect, VP, Secretary, Treasurer and JCE Chair) of the Metropolitan Richmond Women’s Bar Association. She speaks and publishes frequently with over 160 presentations and publications. She is admitted to the practice in all state and federal courts in Virginia.

Ms. Quinn devotes time and energy to various civic activities such as on the Board of the United Way Women’s Leadership Council, Go Red for Women Circle of Red, LINC, and the Board of the Girl Scouts of Virginia (Lifetime Member) as well as prior devotion to FACES, the VSDV Action Alliance, Petersburg Domestic Violence Task Force, and the Richmond YWCA (Advisory Committee, President, Board member). She is a 1996 graduate of Leadership Metro Richmond, has served as a volunteer soccer coach and Destination Imagination coach and, in her spare time, scuba dives, plays tennis and teaches aerobics.
